Where the 30% rule comes from

The idea that housing should cost about 30% of income traces to mid-century U.S. housing standards, where households spending more were classified as cost-burdened. Subtracting your other debt payments first keeps your total obligations inside a healthy share of income, which is closer to how landlords and screening services evaluate applications.

The classic rule uses gross (before tax). If you budget from take-home pay, a somewhat higher percentage such as 35–40% lands near the same dollar amount.

Does rent include utilities?

Traditionally the 30% covers rent plus basic utilities. If your quoted rent excludes them, reserve roughly $150–$300 per month and treat the remainder as your rent ceiling.
